Title/Topic:Barangay Fiscal Management

  1. Introduction:

          Fiscal Management is the process of keeping an organization running efficiently within its allotted budget. Though the word “fiscal” can be used interchangeably with the word financial, in most cases, fiscal management refers to money management within a government entity.  (https://www.smartcapitalmind.com/what-is-fiscal-management.htm). The areas of fiscal management include but are not limited to resource generation, budgeting (allocation) of funds, monitoring their use or expenditures, accountability of responsible persons and funds, finally, producing accountable forms for reference and reporting purposes.

          Course-Episode 6 is an in-depth discussion on the application of fiscal management (local government finance) in the context of Barangay local government unit in the Philippines. It tries to examine local government finance of a Barangay from resource generation (example: Loans, IRA), allocation, accountability and reporting. 

  1. Intended Course-Episode Learning Outcomes:
  2. Acquire and understand a general knowledge of local government finance particularly fiscal management in the Barangay LGU and its relation to higher LGU (Municipality/City/Province) and national fiscal administration.
  3. Enlighten the viewer as to the general procedure of fiscal administration and the elements (example: Adoption of Barangay Tax Code) necessary for effective and efficient fiscal administration of the finances of the Barangay LGU.
  4. Discern the relevance of responsibility and good leadership as essential traits of sound fiscal administration.
  • Course-Episode Objectives:

This Course-Episode seeks to answer the following issues/topics?

  1. What is the general local government finance framework of the country?
  1. What are the important fiscal policies, practices and administrative decisions in relation to fiscal administration in the Barangay LGU?
  1. What is the role/s and function/s of specific Barangay Officials (elected or appointed) in the formulation, adoption and implementation of fiscal administration in the Barangay LGU?
  1. Course-Episode Relation to Rex’s Edukampyon principles and objectives:

This webinar course-episode is related on the Whole School Approach (WSA) which among other emphasizes that learning involves not only the school but the community as well. Realistically, such community and school are just but institutions in a bigger unit such as a local government unit whose affairs are managed and implemented by formal structure and led by those chosen by the residents therein.

Moreso, this webinar course episode is focused on the “gatekeepers” of education in the community and the nation in general. It further illustrates the critical relationship among the stakeholders (duty bearers) and the gatekeepers of education in providing the best possible learning experience for our children and the youth.

  1. Mechanics of the Course- Episode:

The webinar will run for One (1) Hour and Thirty (30) Minutes and shall be divided into three (3) sections:

1st is the Resource Learning Section, 2nd is a Question and Answer (Q & A) portion and finally the 3rd section is the exemplification portion (best practices cases).

  1. The Resource Learning Section provides for a main speaker that will

seek to elucidate on the objectives and learning outcomes as previously enumerated. The main speaker shall be provided a time allocation of forty-five (45) Minutes and has the option to utilize the zoom platform either through recording or in-person lecture.  The Center for Local Governance shall coordinate with the main speaker on what platform and format he/she wishes to convey the learnings.

For this course-episode, the main speaker will be the:

  1. The Question & Answer (Q & A) Portion will be allotted fifteen (15)

Minutes to be presided upon by the webinar host and the Resource Person/Speaker.

  1. The Exemplification Portion will include LGU Exemplars (Best

Practices) which implemented outstanding programs, projects & activities/measures relative to the subject of the Webinar Course-Episode. This portion will include three (3) LGU exemplars which will be allocated Ten (10) Minutes each for a total of thirty (30) minutes.  The exemplification will include interviews, videos, pictures and other similar materials documenting the Best Practice.

Mechanics for the Exemplars:

  • Ideally, each LGU Exemplar shall be allotted a total of Ten (10) Minutes.
  • The details and substance of the exemplary program/project/activity (PPA) shall be made by the focal person or office/official implementor of the said best practice/s.
  • All presentation under this portion (Exemplary Best Practices) are to recorded and submitted to REX Edukampyon Staff for lay-out and editing
  • All LGU exemplars shall be invited in the subject webinar episode to view the final and official product/version.
