Public relations is one of the essential element in public governance.
The Center has extensive experienced in the broadcast media as it was instrumental in the installation of at least three (3) commercial Radio FM Stations. In this age of social media, the Center offers various services in ensuring an effective public relations between the public official and the constituency. Propaganda plays a major role in public relations of the elected and the electorate.
The Communications Consultant is directly and closely coordinated with the principal to ensure an effective media exposure and/or response to issues which include among others:
- Gives a closer look regarding media pronouncements that may help shape action plans necessary to address certain predicaments, as well as assist in formulating answers to a given issue.
- Assist in anticipating potential bombshells. DON'T GET BLIND-SIDED!
- Help shield the principal from making contradicting statements on controversial issues.
- Ensure that the principal is accessible, responsive, prepared, factual, and accurate.
- Ensure that unfair allegations do not go unchallenged. If and when necessary, assist the principal to hold news conferences and/or issue news releases on significant and controversial issues.
- Establish a PARALLEL MEDIA when needed.
The Parallel Media, operated by the Communications Consultant, is unseen publicly but operating effectively. It also comes in handy when dealing with crisis situations.
It shall be composed of select, competent, and effective network of media friends aimed at influencing placement of stories, or to exercise fairplay. However, the media's EDITORIAL DISCRETION should always be respected. DON'T DICTATE to media.
It undertakes media relations activities. Provide media friends with gifts/tokens and/or retainers.
Time-permitting, the Communications Consultant and the principal, in close coordination with the Parallel Media, unwind with select media over lunch, dinner, or just plain snacks. The activity should be of light chats. If it can be avoided, statements on issues should be calculated and limited only to clarifications and corrective approaches. AVOID CONTROVERSIAL UTTERANCES. In some cases, a NO COMMENT answer would suffice. Moreover, DON'T BRAG. In light-mannered ways, depict a no-nonsense, dedicated, serious, firm but gentle persona.
THE MEDIA BUREAU
When needed or required, the Parallel Media may be expanded by establishing a Media Bureau. It functions like a working newsroom -writing its own spin of stories, monitoring, and preparing replies that are needed on a given.
The working units of the Media Bureau are as follows:
Editorial Unit - deals with the substance of news releases, produces, edits, and finalizes copy before they are released to media. This unit can also be tapped to formulate answers to a given issue. Also functions as Media Relations Unit to cultivates positive links with media to achieve better placement results and reportage.
Monitoring Unit - keeps track of all releases and placements. Also tracks issues of relevance. Also serves as Placement Unit and makes sure that news releases are sent to media assets.
